If you're born again, while you're alive

 Yes. Even if I say I'm being reborn, I don't have any memories of my previous life, so it's the same as a new one. Even if you were born in the earthly world (human world) after graduating (freed) from reincarnation, you can't confirm whether you were actually born again without memories of your previous life. If you ever meet someone in the future who says “I graduated from reincarnation and was born again in this world,” try to keep your distance thinking that it's a scam.
It's probably true that if you die in this world, you in this world are dead. Your living memories will live on in the memories of people living on Earth. “People die twice. There is also a saying, “The first time is physical death, and the second time is forgotten.”
