Am I a bad person without volunteering experience

I'm currently job-hunting with the goal of becoming a city hall employee. The reason is that I wanted to create an area where it is easy for any person to live, even those with weak social and economic positions.

However, in an interview the other day, I was asked if I had volunteered. To be honest, I've never volunteered until now because my studies and hobbies are full of my own.

I thought that people who can't cut down on their time for others may feel like idealists who are just rhetorical, even if they are in a weak position and want to create an area that is easy to live in.

However, the desire to make it an area where anyone can live is real. Am I just a bad person if I can't spend my time volunteering?

I want to sort out this feeling. What should I do?
